The image soon became one of the most iconic photographs in Philadelphia history, as seconds later, police officers were caught on film beating Africa with a helmet and rifle, then dragging him by his dreadlocks. The incident was part of the first armed battle between the Philadelphia Police Department and MOVE, a radical liberation group living at the time in a Powelton Village commune.<\/p>\n<\/div>\n<\/div>\n<div class=\"card paragraph-spacing collection-item \" data-type=\"text\">\n<div class=\"card-content \">\n<p>On Saturday morning, Africa, 73, was captured outstretching his arms once again, this time as a symbol of freedom. He was paroled from prison after more than four decades of incarceration.<\/p>\n<\/div>\n<\/div>\n<div class=\"card paragraph-spacing collection-item \" data-type=\"text\">\n<div class=\"card-content \">\n<p>Brad Thomson, part of Africa\u2019s legal team, broke the news on\u00a0<a href=\"https:\/\/twitter.com\/BradThomsonNoP\/status\/1218549770874228741\" target=\"_blank\" rel=\"noopener\" data-link-type=\"article-body\">Twitter<\/a>. \u201cDelbert Africa of the #MOVE9 is free!\u201d the Chicago attorney wrote in a tweet. Thomson shared side-by-side images of Africa holding his Christlike stance in 1978 and 42 years later, after his release from Pennsylvania\u2019s state correctional institution Dallas.<\/p>\n<\/div>\n<\/div>\n<div class=\"card paragraph-spacing collection-item \" data-type=\"text\">\n<div class=\"card-content \">\n<p>Africa was one of nine MOVE members sent to prison on third-degree murder charges for the death of Philadelphia Police Officer James Ramp, shot during the 1978 standoff between MOVE and Mayor Frank Rizzo\u2019s Police Department. The episode culminated a 15-month-long clash between city authorities and MOVE members, primarily involving health\u2010code and weapons violations.<\/p>\n<\/div>\n<\/div>\n<div class=\"card paragraph-spacing collection-item \" data-type=\"text\">\n<div class=\"card-content \">\n<p>MOVE was created in 1972 by West Philadelphia native Vincent Lopez Leaphart, who later called himself \u201cJohn Africa\u201d and preached an ideology centered on black revolutionary ideas and back-to-nature philosophies. The dozens of members considered MOVE their religion, adopting antitechnology and antigovernment beliefs, while taking on issues ranging from police brutality to animal rights.<\/p>\n<\/div>\n<\/div>\n<div class=\"card paragraph-spacing card-captioned collection-item card-embedded-content\" data-type=\"video\">\n<div class=\"card-content \">\n<div id=\"\" class=\"wrapper clearfix col pb-feature pb-layout-item pb-f-article-goldfish-video\">\n<div class=\"video \">\n<div class=\"goldfish-player\" data-page-on=\"1\" data-producer=\"Staff\">\n<div id=\"powa-fc92c4db-44ba-4b15-bd0f-e15157bb1832\" class=\"powa powa-processed\" data-org=\"pmn\" data-uuid=\"fc92c4db-44ba-4b15-bd0f-e15157bb1832\" data-playthrough=\"true\" data-loop=\"\" data-muted=\"true\" data-autoplay=\"\" data-stream=\"\" data-powa-index=\"0\">\n<div class=\"powa-shot\">\n<div class=\"powa-shot-image powa-shot-click powa-shot-click-play powa-shot-touch powa-shot-touch-background powa-click-promo-play\"><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"card paragraph-spacing collection-item \" data-type=\"text\">\n<div class=\"card newsletter-card default spaced spaced-bottom spaced-top spaced-md\">\n<div class=\"card-content\">\n<p class=\"promo-text spaced spaced-xs spaced-top spaced-bottom\">Members would often stage protests and eventually began to use loudspeakers to broadcast tirades throughout their neighborhood.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"card paragraph-spacing collection-item \" data-type=\"text\">\n<div class=\"card-content \">\n<p>In 1977, a federal grand jury indicted 11 MOVE members on bomb-plot charges, after an arsenal of weapons, including 49 pipe bombs and parts, was seized from the group. A year later, the city created an eviction order that sent police to raid MOVE\u2019s Powelton Village home.<\/p>\n<\/div>\n<\/div>\n<div class=\"card paragraph-spacing collection-item \" data-type=\"text\">\n<div class=\"card-content \">\n<p>Firefighters flushed the house with fire hoses, and police violently removed people. In the end, one shot killed Ramp. Eighteen police officers and firefighters were hurt.<\/p>\n<\/div>\n<\/div>\n<div class=\"card paragraph-spacing collection-item \" data-type=\"text\">\n<div class=\"card-content \">\n<p>MOVE has always claimed that the bullet that killed Ramp was accidentally fired by police.<\/p>\n<\/div>\n<\/div>\n<div class=\"card paragraph-spacing collection-item \" data-type=\"text\">\n<div class=\"card-content \">\n<p>\u201cI\u2019m so happy to have my brother home,&#8221; Janine Africa said by phone Saturday evening after Delbert Africa\u2019s return to Philadelphia. &#8220;It\u2019s something that they told us would never happen, but I never lost faith that this day would come. The power of righteousness will never betray you.\u201d<\/p>\n<\/div>\n<\/div>\n<div class=\"card paragraph-spacing collection-item \" data-type=\"text\">\n<div class=\"card-content \">\n<p>Delbert Africa is the second to last of the nine incarcerated MOVE members to be released or to have died while in prison. Janine was released in May. Only Chuck Africa remains locked up.<\/p>\n<\/div>\n<\/div>\n<div class=\"card paragraph-spacing card-captioned collection-item card-embedded-content\" data-type=\"image\">\n<div class=\"card-content \">\n<div id=\"C2STW2ICP5BJ5BTPU4XRU43MXM\" class=\"\">\n<figure class=\" \"><figcaption class=\"border border-bottom spaced spaced-top spaced-sm \">\n<div class=\"spaced spaced-bottom spaced-sm\">\n<div class=\"\">The standoff was just the start of the contentious relationship that was brewing between MOVE and the city. By 1980, the group had relocated to the 6200 block of Osage Avenue. Neighbors began to complain to the city about trash, the loudspeaker rants, and concerns about child abuse and neglect in MOVE\u2019s house. After many contempt-of-court violations, Mayor Wilson Goode and Police Commissioner Gregore J. Sambor called MOVE a terrorist organization.<\/div>\n<div><\/div>\n<div class=\"\">On May 13, 1985, the city flew a helicopter over the group\u2019s Osage Avenue home and dropped the bomb that left 11 people dead, including John Africa and Delbert Africa\u2019s 13-year-old daughter. The entire neighborhood was in ruins, with 61 homes destroyed. City officials were found to have acted recklessly, but no charges were filed.<\/div>\n<\/div>\n<\/figcaption><\/figure>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"card paragraph-spacing collection-item \" data-type=\"text\">\n<div class=\"card-content \">\n<div class=\"div-ad-csponsor-nativo-moap\"><\/div>\n<\/div>\n<\/div>\n<div class=\"card paragraph-spacing collection-item \" data-type=\"text\">\n<div class=\"card-content \">\n<p>In an interview with the\u00a0<a href=\"https:\/\/www.theguardian.com\/us-news\/2020\/jan\/18\/move-9-delbert-orr-africa-released-prison\" target=\"_blank\" rel=\"noopener\" data-link-type=\"article-body\">Guardian<\/a><i>,\u00a0<\/i>Delbert Africa explained how he responded to the news of his daughter\u2019s death. \u201cI just cried. I wanted to strike out. I wanted to wreak as much havoc as I could until they put me down. That anger, it brought such a feeling of helplessness. Like, dang! What to do now? Dark times.\u201d<\/p>\n<\/div>\n<\/div>\n<div class=\"card paragraph-spacing collection-item card-border-bottom card-border-bottom-thick card-border-bottom-dark\" data-type=\"text\">\n<div class=\"card-content \">\n<p>On Tuesday, Delbert Africa will speak out for the first time since leaving prison. A news conference is scheduled for 2 p.m. at Kingsessing Library (1201 S. 51st St.). Delbert\u2019s other daughter, Yvonne M.
