{"id":8060,"date":"2018-10-13T12:28:00","date_gmt":"2018-10-13T20:28:00","guid":{"rendered":"https:\/\/animalliberationpressoffice.org\/NAALPO\/?p=8060"},"modified":"2018-10-13T12:28:00","modified_gmt":"2018-10-13T20:28:00","slug":"cuba-turns-green-scare-fugitive-over-to-us-are-the-black-and-puerto-rican-exiles-in-the-country-safe","status":"publish","type":"post","link":"https:\/\/animalliberationpressoffice.org\/NAALPO\/2018\/10\/13\/cuba-turns-green-scare-fugitive-over-to-us-are-the-black-and-puerto-rican-exiles-in-the-country-safe\/","title":{"rendered":"Cuba Turns \u2018Green Scare\u2019 Fugitive Over to US \u2014Are The Black And Puerto Rican Exiles in the Country Safe?"},"content":{"rendered":"<p>The following article will appear in an upcoming issue of the Fifth Estate.<br \/>\n<a class=\"moz-txt-link-abbreviated\" href=\"http:\/\/www.FifthEstate.org\">www.FifthEstate.org<\/a><\/p>\n<p>Bill Weinberg<\/p>\n<p><a href=\"https:\/\/animalliberationpressoffice.org\/NAALPO\/wp-content\/uploads\/2018\/10\/Cuba.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-8061\" src=\"https:\/\/animalliberationpressoffice.org\/NAALPO\/wp-content\/uploads\/2018\/10\/Cuba-300x210.jpg\" alt=\"\" width=\"300\" height=\"210\" srcset=\"https:\/\/animalliberationpressoffice.org\/NAALPO\/wp-content\/uploads\/2018\/10\/Cuba-300x210.jpg 300w, https:\/\/animalliberationpressoffice.org\/NAALPO\/wp-content\/uploads\/2018\/10\/Cuba-768x538.jpg 768w, https:\/\/animalliberationpressoffice.org\/NAALPO\/wp-content\/uploads\/2018\/10\/Cuba-1024x717.jpg 1024w, https:\/\/animalliberationpressoffice.org\/NAALPO\/wp-content\/uploads\/2018\/10\/Cuba.jpg 1977w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>Joseph Mahmoud Dibee, a fugitive animal-rights activist, was intercepted by Cuban authorities in early August and turned over to the FBI.<\/p>\n<p>Popped by Cuban cops on an INTERPOL Red Notice, Dibee was flown to Portland, Ore., where he pleaded not guilty to taking part in a 1997 arson attack on a meatpacking plant\u2014the first of several charges he faces.<\/p>\n<p>The Cubans were tipped off by US authorities, who learned that Dibee would pass through the island while traveling from Central America to Russia.<\/p>\n<p>Dibee was one of 12 accused radical environmentalists of the Earth Liberation Front (ELF) indicted by a grand jury in 2006 for a string of attacks across the West\u2014most famously, the 1998 torching of a Colorado ski resort that was encroaching on endangered lynx habitat.<\/p>\n<p>With Dibee\u2019s arrest, only one of the accused remains at large.<\/p>\n<p>The FBI labeled the defendants \u201ceco-terrorists,\u201d despite the fact that their attacks claimed no casualties. The FBI even declared the ELF their first priority for \u201cdomestic terrorism.\u201d<\/p>\n<p>Retorted Ben Rosenfeld, a civil rights attorney in San Francisco, \u201cApparently, according to the FBI, the threat is greater than that posed by neo-Nazis, systemically brutal and racist police forces, or al-Qaeda. The government&#8217;s vendetta is a campaign in a broader witch-hunt against radical environmentalists and self-identified \u2018green anarchists\u2019\u2014those who merge ecology, animal rights, and anarchism in a vision of freedom and sustainability for all living beings.\u201d<\/p>\n<p>The case opened much debate about the definition of terrorism, as distinct from sabotage and vandalism\u2014with arson falling into an area where these lines blur.<\/p>\n<p>The Dibee affair is perhaps surprising, as Cuba protects several radical fugitives wanted in the United States, refusing to turn them over.<\/p>\n<p>The most famous is veteran Black Panther Assata Shakur\u2014the first woman to make the FBI\u2019s \u201cMost Wanted Terrorists\u201d list.<\/p>\n<p>Shakur\u2014then Joanne Chesimard\u2014was convicted in 1977 for the killing four years earlier of a state trooper during a New Jersey Turnpike traffic stop. Police said Shakur and two comrades\u2014then members of the Black Liberation Army\u2014opened fire on the cops. Shakur contended the police opened fire first, while she had her hands up, and that she never got a shot off. After she was convicted of murder, Shakur said a racist jury had \u201cconvicted a woman with her hands up.\u201d<\/p>\n<p>Shakur escaped from prison in 1979, and surfaced under her new name in Cuba in 1984.<br \/>\nThere are others. One is Nehanda Abiodun, who has been in Cuba since 1990, accused by US authorities as an accomplice of Shakur. She has emerged as a mentor figure for a generation of Cuban hip-hop artists.<\/p>\n<p>Another is William Morales, accused bomb-maker for the National Liberation Armed Forces, or FALN, a militant organization seeking independence for Puerto Rico. While the FALN\u2019s attack on New York\u2019s Fraunces Tavern in 1975 left four dead, Morales was only convicted on explosives charges. He escaped in 1979, a year after his apprehension, and was later given asylum in Cuba.<\/p>\n<p>Are Shakur and her comrades vulnerable in the wake of Dibee\u2019s surrender?<\/p>\n<p>When the Obama administration launched its rapprochement with Cuba, the surrender of \u201cJoanne Chesimard\u201d was raised as a demand by conservatives in the US, such as then-New Jersey governor Chris Christie.<\/p>\n<p>Most observers say that Havana has made clear it will never send her back.
